Somalia Launches National Anticipatory Action Roadmap in Mogadishu

Mogadishu, Somalia — November 17, 2025

Somalia today unveiled its National Anticipatory Action Roadmap, a landmark framework aimed at strengthening early warning systems and protecting vulnerable communities from climate and conflict-driven shocks. The launch in Mogadishu drew government officials, humanitarian agencies, and international partners in a collective push toward proactive disaster preparedness.

The initiative is spearheaded by the Somali Disaster Management Agency (SoDMA) in collaboration with the World Food Programme (WFP), Food and Agriculture Organization (FAO), International Federation of Red Cross and Red Crescent Societies (IFRC), DRC Integration, and other partners.

The Food and Agriculture Organization of the United Nations (FAO) in Somalia underscored the urgency of early action, noting that “early action saves lives, protects livelihoods, and breaks crisis cycles.” Through its platforms SWALIM, FSNAU, and community-based systems FAO pledged continued support for Somalia’s transition from reactive crisis response to proactive, evidence-driven preparedness.

The roadmap harmonizes anticipatory action approaches across regional, national, and local levels, ensuring that communities receive timely interventions before disasters escalate. Officials emphasized that the framework represents a decisive shift toward reducing humanitarian needs through early, coordinated action.

According to the IGAD Climate Prediction and Applications Centre (ICPAC) X account, the Somalia roadmap forms part of the broader IGAD Regional Anticipatory Action Roadmap, aligned with the global Early Warning for All (EW4ALL) agenda. This regional integration is expected to bolster resilience across the Greater Horn of Africa.

In parallel with the launch, Somalia’s Minister of Interior, H.E. Ali Yusuf Hosh , met with SoDMA leadership, led by Commissioner Mahamuud Moallim . The meeting reviewed a detailed report on Somalia’s worsening humanitarian situation, highlighting the urgency of coordinated, conflict-sensitive approaches. The Ministry of Interior and Federal Affairs reaffirmed its commitment to strengthening national disaster management structures.
