KAMPALA, June 30 – The Intergovernmental Authority on Development’s Climate Prediction and Applications Centre(ICPAC) will host its second webinar on the El Niño–Southern Oscillation (ENSO) this week, as experts assess the latest climate outlook and its implications for Africa’s agriculture, health, water resources, and disaster risk management.

According to the World Meteorological Organization (WMO), ENSO is a natural, recurring climate phenomenon characterized by temperature fluctuations in the equatorial Pacific Ocean. It is a primary driver of seasonal climate variability worldwide, influencing shifts in temperature, rainfall, and drought. ENSO consists of three distinct phases monitored using oceanic and atmospheric indicators:

  • El Niño: Warming of sea surface temperatures in the central and eastern tropical Pacific, often linked to heatwaves and drought in some regions, while triggering floods in others.
  • La Niña: Cooling of the same region, typically producing opposite climatic effects to El Niño, with altered rainfall and temperature anomalies.
  • Neutral Phase: Conditions where neither El Niño nor La Niña are present.

The webinar will explore how these dynamics are expected to shape Africa’s climate outlook in the months ahead, with scientists urging early preparedness to mitigate risks.
